Provincial Requirements

See the following pages for Standards and Code of Conduct for ESS responders.

  • Age for Volunteers

In BC, when carrying out EMBC’s valuable Public Safety Lifeline (PSL) services, workers’ compensation and liability coverage is provided to all volunteers. For more information on coverage, please refer to the Resources in the Appendices.

For workers’ compensation and liability insurance purposes, the minimum age to enrol with the provincial EM office (in BC, it’s EMBC) is 16. Volunteers between 16 and 18 years of age require signed consent from their parent or guardian. There is no maximum age.

  • Registration

In BC, a PSLV registration form must be completed and signed by the volunteer and the ESSD or designate.

  • Identification (ID) Cards

In BC, EMBC provides Public Safety Lifeline Volunteers (PSLV) with an official ID card so they can identify him/herself to local officials at an emergency site. Once you have joined the team, talk to your ESSD about applying for the official ID.
